Current developments in category 3 data

The Dutch Environmental Database is responsible for preparing and maintaining category 3 environmental declarations for both Civil Engineering (GWW) and Buildings & Infrastructure (B&U). On this page, you can read about the latest developments and the schedule for quality improvements. 

Category 3 environmental declarations are periodically revised and expanded, phased per element group for both the residential and non-residential building sector (B&U) and civil engineering (GWW). This page provides the current schedule for this quality improvement, an overview of new and deactivated environmental declarations, and an explanation of products that are deliberately excluded from the database.

Current status

Category 3 environmental declarations form an essential foundation for environmental performance calculations in construction. It is therefore crucial that these declarations remain consistent and up to date.

Over the past years, the Dutch Environmental Database has carried out large-scale quality improvements for Civil Engineering (GWW) data, updating and strengthening many background reports and environmental declarations. For Buildings & Infrastructure (B&U), the first phase of quality improvement has begun, with new background reports and environmental declarations being prepared for each element.

However, the work is not yet complete. Some GWW reports are now several years old and require revision, while many B&U elements still lack reports. In 2025 and 2026, the Dutch Environmental Database will take further steps to enhance the quality, coverage, and currency of category 3 data.

Excluded products

The Dutch Environmental Database continuously works to improve category 3 data, including assessing whether new products should be added to the Dutch Environmental Database.

In some cases, however, a deliberate decision is made not to prepare an environmental declaration for a specific product. This may be due to several reasons, such as:

  • The product is used on a very small scale.
  • There is insufficient reliable environmental data available.
  • The product falls outside the scope of the current Environmental Performance Assessment Method for Construction Works.

In recent background reports, the Dutch Environmental Database includes an overview of these excluded products, along with the reasoning. Once this list is available, it will be published on this page.

Schedule and status

The tables below show the current status and planning of updates. For B&U, publication may be postponed if a data change significantly impacts compliance with the environmental performance requirement (MPG). In such cases, the Dutch Environmental Database will decide, in consultation with the Ministry of the Interior and Kingdom Relations (BZK), when the relevant data will be published.

FAQ

How is category 3 data updated?

The underlying basic processes of category 3 data automatically follow updates to the NMD process database, for example an Ecoinvent update. The category 3 environmental declarations themselves, meaning the underlying LCAs and reports, are not revised continuously. This happens in planned batches per element group, a process that spans multiple years. The current schedule is available in the tables above.

Why can publication of new category 3 data be postponed?

For the residential and non-residential building sector, publication can be postponed if a data change has a major impact on meeting the environmental performance requirement. Stichting NMD decides this in consultation with the Ministry of the Interior and Kingdom Relations.
