Release of PCR Asphalt 3.0
PCR Asphalt 3.0 enters into force on 1 January 2027. This article is for LCA practitioners, producers and other parties preparing LCAs within the asphalt sector, and explains what the new version involves and what changes compared to PCR Asphalt 2.0.
PCR Asphalt 3.0 is the new version of the Dutch complementary calculation rules for asphalt and enters into force on 1 January 2027. This version is aligned with the Environmental Performance of Construction Works Assessment Method version 2.0, based on environmental impact set A2 (EN 15804+A2), and replaces PCR Asphalt 2.0.
The Assessment Method version 2.0, together with EN 15804+A2 and the underlying standards, provides the rules for compiling an LCA within the framework of the Dutch Environmental Database. It is becoming increasingly clear that supplementary rules per product category are desirable. These supplementary rules are called Product Category Rules (PCR). PCRs are a collection of specific rules, requirements and guidelines for drawing up Environmental Product Declarations (EPDs) for one or more product categories. They are used to supplement the programme instructions, for example calculation rules, scenarios and EPD content. PCRs help LCA practitioners generate consistent results when assessing products within the same product category.
Internationally and nationally, many PCR(-like) documents exist, published and managed by a variety of organisations. Given the importance of consistency, the use of a PCR is made mandatory by the Assessment Method. The Assessment Method itself does not set out the content of PCR documents, but refers to the applicable Product Category Rules.

With the release of PCR Asphalt 3.0, the calculation rules for asphalt are once again aligned with the current Assessment Method. Until 1 January 2027, PCR Asphalt 2.0 remains applicable for ongoing LCAs.
