Consultation on the Decree on Environmental Performance Requirements for GWW:
Open until 24 augustus 2026
The Ministry of Infrastructure and Water Management (I&W) has opened the Decree on Environmental Performance Requirements for Civil Engineering Works for public consultation. The decree sets out the details of a previously announced legal requirement: contracting authorities will be required to include environmental performance requirements for the most impactful materials in civil engineering procurements and, for large-scale projects, use the Environmental Cost Indicator (ECI) as an award criterion.
Importance for the civil engineering sector
The decree defines the details that were left open in the legislative proposal, including which materials will be subject to the requirements and the threshold for large-scale projects. These are key decisions that will have a significant impact on industry practice.
For the civil engineering sector, this marks an important step forward. A legally required and uniform application of environmental performance requirements will improve the comparability of procurement procedures, provide greater investment certainty for market participants, and support the transition towards climate-neutral infrastructure.
Your input matters. The public consultation gives professionals, contracting authorities and market participants the opportunity to provide feedback on the proposed requirements.
