This page provides an overview of the announced and planned changes to the Assessment Method for Environmental Performance of Construction Works. The Assessment Method determines how the environmental performance of construction works is calculated, as set out in the Buildings and Living Environment Decree (Bbl). The Environmental Regulation (Omgevingsregeling) designates the version of the Assessment Method currently in force. Here you can read which amendments and new versions have been published, which parts are being adjusted, and information on when the changes come into force. This information is updated periodically.

Current version: Assessment Method for Environmental Performance of Construction Works version 2.0

Assessment Method for Environmental Performance of Construction Works version 2.0 has been in force since 1 July 2026. A new public consultation for the next version will start in September 2026. This page shows the status of the current version, which amendments are open for consultation, and when new versions will be published.

About version 2.0

Version 2.0 was, in coordination with the Ministry of the Interior and Kingdom Relations (BZK), established and published as early as February 2025. This was relevant at the time for the legislative process surrounding the amendment of the Bbl and the Or. As a result, it was not possible to amend the Assessment Method for a period of time. Version 2.0 came into force on 1 July 2026.

What is the Assessment method?

The Environmental Performance Assessment Method (in short, Assessment method) is a uniform measuring method for calculating the environmental performance of structures in an unambiguous, verifiable and reproducible manner. It thus creates a level playing field for all parties involved. The environmental performance of various structures can be compared, with the aim of reducing the ultimate environmental impact of a structure. In the Netherlands, EN 15804 is the foundation of the Assessment Method.

What is the Assessment method used for?

Construction companies calculate the environmental performance of a construction with the Environmental Performance Assessment Method. They use it to calculate the environmental impact of material use. The outcome of this calculation is expressed in 1 number (Environmental Performance of Buildings - EPB (Dutch: MPG) for B&U, Environmental Cost Indicator - ECI (Dutch: MKI) for GWW). This allows developers to see which building components cause the most (negative) impact on the environment.

Who determines the Assessment method?

The Stichting Nationale Milieudatabase (formerly Stichting Bouwkwaliteit) manages the Assessment method.
