Category 3 data
Category 3 data are brand-independent environmental declarations prepared and managed by the Dutch Environmental Database. They ensure that reliable environmental data is available for all building elements, even when no brand-specific environmental declaration exists.
What is category 3 data?
Category 3 data consists of environmental declarations based on generic environmental data, prepared by the Dutch Environmental Database. These declarations are used for products for which no category 1 or 2 environmental declaration is yet available. The data is compiled according to fixed principles and forms an important basis for calculating the environmental performance of construction works.
We divide category 3 data into two groups:
Category 3:
- Brand-independent data (non-branded), owned and managed by the Dutch Environmental Database.
- Not reviewed according to the NMD Review Protocol.
- A 30% markup factor applies to this data.
Category 3a:
- Brand-independent data (non-branded) for externally supplied energy carriers, such as electricity, gas, heat, and fuels, as well as for standardised data regarding the material-related impact of energy carriers.
- Owned and managed by the Dutch Environmental Database.
- The 30% markup factor does not apply.

Cat. 3 Viewer API (beta)
The Dutch Environmental Database provides the Cat. 3 Viewer API (beta). This API allows users to easily consult and apply category 3 environmental data from the Dutch Environmental Database for exploratory purposes, in addition to the existing system of validated calculation tools.
Purpose and target audience
The objective is to use the available category 3 environmental declarations to derive an environmental performance calculation (MPG) input that adequately represents the actual building (design).
Category 3 data is prepared by the Dutch Environmental Database for the following target groups:
- Clients in the Buildings & Infrastructure (B&U) sector, as a basis for reference designs, exploratory (design) studies, and use in tenders.
- Market parties, such as engineering firms, consultancies, and contractors active in the B&U sector, as an information source for using NMD data via calculation tools.
- LCA practitioners, to gain insight into the principles underlying category 3 data.
Updates
Category 3 data is automatically updated when the Dutch Environmental Database updates the NMD Base Process Database, for example, due to an update of the Ecoinvent database or changes in end-of-life processing scenarios. The most current category 3 data can always be viewed in the validated calculation tools or the Dutch Environmental Database viewer.
Requirements and guidelines
Category 3 data is prepared in accordance with the requirements and guidelines set out in the "Protocol for Initiating, Preparing, and Peer Reviewing Category 3 Data", which aligns with the Environmental Performance Assessment Method for Construction Works. This method is based on the current versions of ISO 14040, ISO 14044, and NEN-EN 15804+A2. The version of the Assessment Method applied can be found in the background information of each environmental declaration. If a Product Category Rule (PCR) is active for a specific element group, it will be used.
