New PCR for fibre-optic network components available

The PCR for fibre-optic network components is now available. The document contains rules for conducting an LCA and preparing an environmental product declaration (EPD) for active and passive fibre-optic components, and serves as a Dutch supplement to the European standard. The new PCR will enter into force on 1 January 2026.
Scope of application
The PCR applies to components of fibre-optic networks. A distinction is made between active and passive components:
- Passive components: such as cables, splitters, couplers and distribution panels
- Active components: such as transmitters, receivers, switches and repeaters that consume electrical energy
The PCR is intended for manufacturers and practitioners preparing environmental product declarations for these products. It ensures that LCAs for these components are prepared in a consistent manner in accordance with the Assessment Method.
Availability and entry into force
The PCR documents were published in March 2025. The PCR for passive components and the PCR for active components are available separately:

Status: normative
As of 1 January 2026, all new or recalculated environmental product declarations for these products must comply with the new PCR.
