Procedure for applying to the Compensation scheme for Filling the Gaps if you do not yet have an environmental declaration in the Dutch Environmental Database
Step 1: Express your interest
First, indicate your interest in creating an environmental declaration in the Dutch Environmental Database. You can easily and without obligation submit your interest via this form. We will then contact you personally to discuss the possibilities and next steps.
Step 2: Find an LCA practitioner and have an LCA prepared
An LCA maps the environmental impact of your product throughout its entire life cycle. If you cannot do this yourself, engage a (recognised) LCA practitioner to prepare this analysis correctly.
Step 3: Register as a data owner
The producer (or industry organisation) registers with the Dutch Environmental Database as a data owner. This is required for invoicing and to be formally responsible for the environmental declaration. Not yet registered? Register here.
Step 4: Entering environmental data
The LCA practitioner enters the environmental data via the Dutch Environmental Database entry platform. The practitioner will need their own entry account. The data is entered based on the environmental declaration resulting from the LCA.
Step 5: Review
A recognised, independent LCA reviewer checks whether the data complies with the Dutch Environmental Database protocols.
Step 6: Publication in the Dutch Environmental Database
After approval, the Dutch Environmental Database publishes the environmental declaration.
Step 7: Apply for the Compensation scheme for Filling the Gaps
Check if your product qualifies for the Compensation scheme for Filling the Gaps. If your product meets the conditions, complete the application form when entering and publishing the LCA in the Dutch Environmental Database.
Step 8: Verification by the Dutch Environmental Database
The Dutch Environmental Database verifies the data, followed by confirmation of participation.
Step 9: Assessment and payment
An application is assessed within 13 weeks. Upon rejection or approval, the applicant receives a completion letter. If approved, the applicant is asked to send an invoice to the Dutch Environmental Database, after which the compensation is paid.
From that moment on, your product can be included in validated environmental performance calculations (WLC-GWP/MKI).

Installations consist of multiple components and require careful delineation, classification, and modelling. A dedicated approach has been developed for this within the Filling the Gaps programme.

Before the LCA practitioner can enter the environmental data, you must be registered as data owner with Stichting NMD. You then indicate that you agree to the NMD Terms of Use and the General Terms and Conditions. There are costs associated with registering data in the NMD. In order for invoicing to proceed in good order, we need billing details from you. It is also important that you indicate in the form which LCA practitioner will provide the data entry, so that login details for the entry module can be provided.
An LCA is a quantitative method to determine the total environmental impact across the product life cycle; from raw material extraction and production to end-of-life use and disposal.
