Planning update of category 3 data for civil engineering

Stichting NMD is working on a large-scale quality improvement of the category 3 data for residential and non-residential construction. For each element, the required environmental declarations for an environmental performance calculation are assessed, with clear naming and transparent reports in which all assumptions and starting points are documented.
At the end of 2024, a pilot was launched covering the following elements: internal wall openings (NL-SfB 32), structural floors (NL-SfB 13 and 23), and domestic hot water (NL-SfB 53.2). New reports and dozens of environmental declarations are being prepared for this purpose. The planning is to make these new data available from July 2025 in the Dutch Environmental Database and the validated calculation tools. From that point on, the existing category 3 environmental declarations for these elements will be deactivated. Updated data for heat pumps will also be available in July.
In the third quarter of 2025, updated data will follow for insulation products, heating and cooling emission systems, PV panels, and lifts. Other elements will be addressed based on priority, with the aim of updating as many elements as possible in 2025. A distinction is made between building elements and technical installations.
Stichting NMD will soon launch a broad market consultation. Market parties will be invited to contribute to the development of new environmental declarations and the underlying reports for all category 3 data.
