As of 7 January 2026, manufacturers of construction products may choose to submit only the A2 dataset when providing environmental data for an environmental declaration in the Dutch Environmental Database (NMD). The A1 set will become optional from that moment onward.

Transition to A2 as of 1 July 2026

From the expected date of entry into force, 1 July 2026, the amendment to the Besluit bouwwerken leefomgeving (Bbl) and the related amendment to the Omgevingsregeling (Or) will take effect. Environmental performance calculations in Buildings and Utility (B&U) will then be carried out on the basis of the so-called A2 dataset (EN15804+A2).

In coordination with the Ministry of VRO, Stichting NMD offers data owners the option, as of 7 January 2026, to submit only the A2 dataset when providing environmental data for an environmental declaration. As a result, submitting the A1 set becomes optional from 7 January 2026.

Note: use in calculations

The A2 sets may be used for calculations to practise for the new situation, but these A2 sets may not yet be used in an official environmental performance calculation. This will only be permitted from 1 July 2026.

Environmental declarations for the GWW

For data suppliers of construction products used in GWW projects, please note that different agreements apply within the GWW regarding the submission of datasets. Within the GWW, each client determines per project whether set A1 or set A2 is used. It is possible that ongoing projects will continue to use set A1 until the end of the project.

Submitting both sets remains possible

Even after 1 July 2026, when the B&U sector starts using A2, data owners may still optionally submit the A1 set as well.

  • Set A1 must always be compiled using Ecoinvent version 3.6.
  • For set A2, the current requirement is that it must be compiled using Ecoinvent version 3.9.1.

Differences between A1 and A2

Until 2019, the set of impact categories consisted of 11 categories, referred to as ‘set A1’ (according to EN15804+A1). With the revised standard, EN15804+A2, a new set of 19 impact categories has been introduced, comprising both new and refined existing categories.
