Entry platform for LCA practitioners and LCA reviewers

1. What is the NMD’s entry platform?

The entry platform is used by LCA practitioners and recognised LCA reviewers to input and publish environmental declarations in the National Environmental Database (NMD). The NMD contains environmental declarations of construction products, building installations and processes, which are used to unambiguously calculate the material-specific environmental performance of construction works in the Dutch context.

2. Who is the entry platform for?

The entry platform is intended for LCA practitioners who enter environmental declarations into the Dutch Environmental Database. Additionally, recognised LCA reviewers use the platform to verify and publish the submitted data.

3. How can I access the entry platform?

You can find the entry platform at https://platform.milieudatabase.nl/.

By completing this form, you can register as an LCA practitioner. You will then receive login details to the entry platform from Stichting NMD.

Entering and updating environmental declarations

1. How long is my entered environmental declaration valid?

A category 1 or 2 environmental declaration is valid for 5 years from the publication date of the underlying LCA report (date of the reviewer’s statement). In the entry platform, you enter this date for the environmental declaration. After 5 years, the declaration is deactivated, and you can create a new one if desired.

For declarations entered before March 2025, the field "LCA report publication date" is not yet available. For these declarations, the publication date in the Dutch Environmental Database serves as the starting point for the 5-year validity period.

When a declaration is deactivated, it is assigned an end date. If a reference date in calculation tools is selected after this end date, the declaration will no longer be available for use. If the reference date is selected before this end date, the declaration remains usable. Therefore, we refer to "deactivating" data rather than "removing" it.

2. How can I update a published declaration in the NMD?

Go to the list of "registered environmental declarations" and open the declaration you want to update. Click the "Start change request" button. A new version of the declaration will open, which you can modify and resubmit for review. Upon publication, the new version will replace the published declaration while retaining the same ID number.

Updating a declaration does not extend its validity period, which remains 5 years.

If the update involves completely new data, create a new declaration and ask Stichting NMD to deactivate the old one. For more information, see question 3: When should I create a new declaration, and when should I update an existing one?

3. When do I create a new declaration and when do I update a declaration?

Updates to category 1 and 2 environmental declarations are only made for modifications to the existing declaration, such as expanding the explanation, correcting input errors, or adjusting the classification.

Updating a declaration does not extend its validity period, which remains 5 years. For more information on updating, see question 2: How can I update a published declaration in the Dutch Environmental Database?

If a new LCA is released (even for the same product that already has an environmental declaration in the Dutch Environmental Database), you must always create a new declaration. After publication, you can request Stichting NMD to deactivate the old declaration.

If the 5-year validity period of the environmental declaration has expired (see question 1: How long is my entered environmental declaration valid?), you must create a new declaration if you want your product to remain listed in the Dutch Environmental Database. Updating after 5 years is not possible.

4. I submitted an environmental declaration for review but noticed an error. Can I still make changes?

Yes, you can withdraw and correct the declaration until the assigned reviewer opens it. To do so, open the declaration, which will be in the status "Submitted for review". Click the "Withdraw request" button, located in the top-right corner under the three dots. The declaration will then revert to "Draft" status, allowing you to make further changes and resubmit it for review.

If the declaration you want to modify is in the status "In review", this means the reviewer has already examined it, and further changes are no longer possible. However, after publication, you can submit a change request if needed. For more information, see question 2: How can I update a published declaration in the Dutch Environmental Database?

5. I want to enter multiple nearly identical environmental declarations. How can I do this efficiently?

You can create an environmental declaration and then copy it. To do this, go to "environmental declaration requests" and open the declaration that is in "Draft" status. Click the "Copy declaration" button in the top-right corner under the three dots. The created copy will appear under "environmental declaration requests".

If the declaration is already published, you cannot copy it directly. However, you can create a change request (see question 2: How can I update a published declaration in the Dutch Environmental Database), copy the declaration, and then delete the change request.

6. Is it mandatory to provide both A1 and A2 data?

Since 1 January 2021, it has been mandatory to submit two sets of environmental data for an environmental declaration in the Dutch Environmental Database: one set based on "set A1" (EN 15804+A1) and one set based on "set A2" (EN 15804+A2).

Since 7 January 2026, environmental declarations may be created using only the A2 set, making the use of the A1 set optional. Stichting NMD has already implemented this change in anticipation of the legislative amendment on 1 July 2026, which will require environmental performance calculations (MPG) to be carried out using A2 datasets. Declarations entered with only A1 data may not yet be used for official environmental performance calculations until 1 July 2026.

7. I want to enter an "owner of the declaration," but the owner is not in the list. How can I resolve this?

The owner of the environmental declaration is the data owner:

  • For category 1 declarations, this is the producer.
  • For category 2 declarations, this is the industry association.
  • For category 3 and 3a data, the owner is Stichting NMD.

If the owner you want to select is not yet listed, they may not have registered as a data owner with Stichting NMD. You can only submit the environmental declaration for review once the owner is registered and selected in the declaration. Until then, you can continue filling in the rest of the declaration and temporarily select the option "Owner is not in the list".

8. How does "scaling" work?

When preparing an environmental declaration, you can choose whether or not to apply scaling. Scaling makes environmental declarations flexibly applicable, as it allows calculations for different product variants, such as varying thicknesses or widths. This avoids the need to create a separate environmental declaration for each product variant, such as a construction board in different thicknesses.

An environmental declaration can contain one or more scalable environmental profiles. The scaling is linked to the environmental profile, so profiles within a single environmental declaration can scale differently. For more information on scaling, visit this page.

9. Why can't I enter quantity per environmental profile?

The environmental profile represents part of the product declared in the declaration, so the quantity of the profile must be included in the score matrix.

5. What should I fill in at 'Owner of declaration '?

Here you need to fill in the data owner. For category 1 environmental declarations, that is the producer, for category 2 environmental declarations it is the industry association. The owner of category 3 and 3a data is always Stichting NMD.

7. How can I update a published declaration in NMD?

Go to the 'recorded environmental declarations' list and click on the declaration you want to update to open it. Click on the 'Replacement request' button. A new version of the declaration will now open for you to fill in. This data will replace the published data, retaining the ID number. However, the registration date, and hence the 5-year expiry period of the dates, remains the same. Is it completely new data? Then create a new declaration and have the old data deactivated by notifying Stichting NMD. See FAQ 8. When do I create a new declaration and when do I update a declaration? for more information.

9. What other new features are planned for the entry platform?

Later in 2024 and 2025, the new entry platform will be further developed. Some of these new features to be released are explained below:

  • Updating a declaration will be made easier. In the new feature, a declaration will be updated from a completed copy of the published environmental declaration, rather than from a blank copy.
  • The new scaling formulas will be added from 1-1-2025 (see amendment sheet amendment 5 to Assessment Method 1.1)
  • It will be possible to choose multiple elements per declaration. This eliminates the need to enter declarations twice if they fall under multiple elements.
  • A new PPP sheet will be introduced.
  • The ability to delete draft declarations from the 'environmental declaration applications' list will be added.
  • New entry fields will be added, such as the applicability of unforeseen reuse (H-factor) when using the data.

10. How can I remove a user from, or add one to, my business account?
