New amendment sheet to Assessment method Environmental performance of construction works

Stichting NMD announces four changes through the amendment sheet Amendment 4 to Assessment Method 1.1 that will be in force from 1 July 2024. This amendment sheet was available for consultation from 1 March 2024 to 12 April 2024. With the exception of section D, ‘Addition of new Energy Carrier Chapter’. This has already been for consultation in March 2023.

The amendments will take effect from 1 July 2024. This means that environmental declarations drawn up in accordance with the Assessment method and published in the NMD after 01-07-2024 must comply with the new rules described in the amendment sheet.

The amendment sheet contains several changes that are not directly related to each other. And these apply to different parts of the Environmental performance of Construction works version 1.1 (March 2022).

Below is an overview with explanation for each amendment:

A. General changes in H2 following calculation with set A2 EN15804+A2

Since 2019, the revised version of EN15804 is in force, NEN-EN15804+A2. The drafted changes for chapter two of Assessment Method 1.1 are as part of the transition to this new version and aim at being able to calculate with set A2.

B. Sensitivity analysis addition boundary conditions for deviation spread H2

In the Assessment method, Section 2.6.6.2 describes the application of sensitivity analysis. Practice shows that there is a difference of opinion on the interpretation of the allowed spread when using a group average. The amendment should clarify in which specific situation deviation is allowed. And are also useful for the analysis of set 2.

C. Change definition and preconditions ‘category 3a’

Category 3a contains generic data that are managed by the NMD Foundation and to which, unlike the category 3 environmental declarations, the 30% surcharge does not apply.
Currently, the Assessment method does not specifically refer to category 3a. The drafted amendments provide clarity on what Category 3a environmental declarations are and how they can be applie

D. Addition of new chapter Energy carriers

This optional chapter provides the procedure to include building-related energy use in addition to the EPB calculation for C & U and the ECI calculation for Civil Engineering.

The present amendment sheet contains adjustments to several parts of the Assessment method Environmental performance of Construction works version 1.0 (July 2020) applicable. These have been available for consultation from 1 March 2024 to 12 April 2024. With the exception of part D, ‘Addition of new chapter Energy Carrier’. This has already been for consultation in March 2023.
